In the posting of the 24th, was a copy of the ADA request that Mr. Uhl sent to the City/ Mr. Rapp for ADA issues that he required assistance with when attending City Meetings of any type. Anyone can scroll down to read either of the noted postings.
I too have had problems with Mr. Rapp on these same types of issues and paid dearly for his desire to drive me from any City Meeting which I am in Law allowed to attend.
For reasons known only to Mr. Uhl, and I do not know at this time why, he was not at the meeting of the 26th in the City Council Meeting. In any case, this is what appeared to be his response for ADA assistance?
The second, third and fourth (?) row had been totally removed and no chairs of any construction were still as before. What had been done was to leave the first row of chairs in place, which are almost never used and right behind them in more of a photo op presentation were two (2), very nice new handicap placards on the floor. There were for the usage of any person in a wheel chair and two chairs had a little sticker on them which was explained to me to be for the handlers of those in the chairs. One of these chairs was to the side of each floor placard.
In a moment of absolute ignorance when I entered, I sat where I have sat meeting after meeting; month after month; year after year whenever possible. I have done this for several reasons. Most due to Health Issues that I am not going to disclose here. Mr. Rapp is aware of some of them. For some years, there had been chairs there with more padding than is now available and arms. This enabled me to "brace" myself when writing as I take a lot of notes trying to get the Truth of what occurs at the meeting. The extra padding is very helpful in reducing my legs going numb/ to sleep if I have to brace myself due to a lack of arms on the chairs. Being also in the second row, I could use the handle on the back of the front chair when rising and sitting down after the Pledge and the Prayer. Plus, I can see the TV screen behind the Speaker's Lectern and better hear the speaker's over the usual din that is going on in the room as people do their thing?
Now for reasons I will leave up too Mr. Rapp to cover if he chooses is why he removed the better chairs a couple of years back. If needed, I will give more on that issue as the Truth may require? But for the reasons above, I still sat in the same place time after time to best see/ hear what was going on and speedy egress if needed.
In any case, the Tree and Beautification Committee was finishing up their meeting so I as noted sat where I normally sat. However, when the meeting ended, Mr. Rapp lowered himself down from his cloud and deemed me worthy of a brief conversation. In fact he stated " I have to talk to you...........". I almost felt Blessed? This was when he kicked me out of the chair and advised me of the reserved status for a handler for each of the Handicap placarded spaces.
He said other than those chairs, I could sit anywhere I wanted. There was no readily available seat for me as noted above all the other chairs had been moved/ removed where before had been two or three rows. There was one of the better chairs back with the uniformed/ off shift uniformed personnel. But only a fool would have sat with them and have some attempt to try too either intimidate, threaten or harass me (at that time, I said intimidate; my wife said I was threatened, so some question on semantics), as I have been over the past two years? I admit I am not very smart, but I don't believe I am that damn stupid? So, I ended up in a chair against the wall by the entry/ exit door coming in from the hallway. Could not see the TV; struggled to hear the speaker's and of course had my usual numbness from the chair.
It would seem to a prudent person, that while entering into the Spirit of the ADA Law as requested by Mr. Uhl earlier and myself on other occasions that the Intent of the Law was to be ignored. For a photo op, wheel chair individuals were now in a position to be at the meetings readily. To accomplish this, Mr. Rapp appeared to remove any and all other seating accommodations that had/ would work for Mr. Uhl and myself. There was a far better set up available IF and I repeat IF Mr. Rapp had any intention to accommodate Mr. Uhl and myself or even others who were still more fortunate in mobility?
Mr. Rapp seemingly had to be SHAMED into obeying as much of the ADA Law as he did and apparently had to AGAIN show his fannie by being vindictive, petty and childish on other parts of the request for ADA assistance? And as noted in the earlier postings and probably this one now?
I have noted over and over that on his best day and will repeat it all here again that when it comes to Morals, Ethics and Integrity that he could not rise to the level as Mayor to clean the bottom of my shoes. He seemingly chooses to represent bits and pieces of the Community until trapped to do his job and obey even slightly many Laws/ Ordinances be they Federal/ State or County/ City?
My exact comment several years back went almost word for word like this: "I will not comment on you as a Husband, Father or even a Neighbor. (He subsequently lost the neighbor part when he gave hundreds and hundreds of cases of bottled water to a neighbor to water his pumpkin patch while the City Residents were limited too one case of water per day. The first few hundred were alleged to be from a Salvation Army shipment from Florida and were out of date. Requests to inspect the expiration dates was never allowed. The second one of more hundreds of cases was from the Chemours deliveries later on.) But, I will note that when it comes to Morals, Ethics and Integrity, you could never rise to the level as Mayor to clean the bottom of my shoes".
So now, I await how Mr. Rapp will or will not comply with my ADA request and I am more specific as to address several issues that limit where I am to sit in the meeting rooms of the City. 'nuff said'.
