I can speak from experience on having cats under a porch doing their business and the digging up of flowers by both dogs and cats. The stench can be unbearable; the damage costly from both. I will say that when Mr. Roush was still there, he brought over a cage and the cat that was being turned loose with its little buddy was itself in the cage the next day. The cage was picked up and when we told the neighbors we had it picked up, all they said was okay and they also got rid of the other one too. I won't even go into what went on with their four little dogs; that was Hell incarnate. Having pets is in many ways just like having children just not as priceless or worthwhile. YOU, whoever you are must take care of them and insure they are not all over the place and out of control.

9/20/2016 18:19:00The mention of Animal Enforcement, I can relate to. I believe the city's ordinance does cover digs and cats. I recently had an issue with a loosed cat trespassing, killing birds, amongst the call of nature duties to Expell in my lawn. Contacted the Animal Warden, filed a complaint, only to have him show at the WRONG house to discuss the loose cat problem. I had to take his job upon myself, and talk to the neighbor. I called the Animal Warden a second time, I don't know if he spoke to the owners?,STILL have a cat issue, also not to being able to open my windows due to the stinch from dog droppings, from same neighbor. Enforcement,, ENFORCEMENT!!, is such a needed thing. You have Ordinances, do the job of enforcing them.
I have commented time and again about Mr. Rapp and his willingness to ignore Federal/ State Laws and City Ordnances to further his own agenda. Here is something I just found and I have made changes in RED to show how unbelievably similar the two are:
"A pattern toward malfeasance is clear; that in his mission to transform America (Vienna) , Barack Obama (Randall Rapp), is operating as though he is above the law (?); (And) and that he can do anything to further his radical left agenda even when it means flaunting Constitutional restraints and diminishing the sovereign right of self-government of the (people of Vienna) American people. The consequences of these actions far exceed any flawed policy or economic decision. In our informed (many) opinion(s), it endangers the sanctity and foundation of the rule of law, which binds our representative democracy together.
Therefore, it is the priority of Judicial Watch (our many concerned and caring Citizens), to continue to expose, pursue and litigate corruption and concealment in the administration of President Barack Obama (Mayor Randall Rapp as they are uncovered?) ".
While the above may appear very tongue in cheek with for sure a large degree of humor, it is so very sad that it is so comparable? I have noted several times there is only one difference between Mr. Obama and Mr. Rapp. That being the damage that Mr. Obama inflicts on the Country/ National Stage (macro) and that of Mr. Rapp on the local scene (micro).
In simple terms, huge over taxation; massive expenditures for questionable items and a complete disregard for the people who must pay and suffer the consequences of the abuse of positon, power and authority that seems to get shown day after day?
When Mr. Rapp had a $11- 13 million dollar Capital Reserve and General Fund Budget to start with in 2013, he went absolutely crazy with his cookie jar. The first good example of his deceit was the little nut of truth that the City needed a building to house the Emergency Response Vehicle and its contents when they had to be removed from the truck.
I had no problem with that; I knew it was sitting out in the parking lot by the Police Building. I thought "okay", a $100,000 should build a first class storage facility for truck and contents? Well I soon learned that as with most things Mr. Rapp has done in the next few years, he starts with something that will have some truth in it to get folks on board. Than Heaven help us, he goes off the cliff. We ended up with the Police Annex that ended up I would suspect to cost between $700K and 800K or more. In the beginning, it was to have a bay for maintenance of the Police and maybe other vehicles. Again a bit of truth and then the other shoe dropped. The maintenance bay was out and he decided because he saw some tiered seating somewhere in Charleston that he had to have that too. That was where I pointed out the 18 very, very expensive looking leather (?) chairs in what I guess is the conference room in the annex. He had to also have a built in trophy case there too. What trophies/ awards do the Police get that can not be displayed for the Public? Apparently very valuable as I have never seen the inside of that annex or has anyone else not connected to the City that I know of except for when the Police do some type of Police conference/ training meeting in there?
And the remodeling of the Fire Station was next with some very spiffy new appliances that I believe are stainless steel. Ever tried to keep that clean? Make the guys wear gloves maybe? I would suspect that less than 1% of the folks in Vienna have kitchens that expensive or in place?
The project to replace three bridges starting two Fiscal Years back and fortunately stopped so far with one being replaced. I will say it needed replacing because we have such an apparently poor repair program in Vienna? All the time easier to buy new and shiny than to repair for years of normal wear and tear? That bridge by the time they got done cost us over $500K. But again, by and large needed because we had allowed it to fail due to a lack of maintenance from what I was able to figure out?
Does anyone want to talk about replacing Police Cars every 6 years as per the Police Chief's agenda? Six year old and maybe 50- 60 thousand miles on them? By the time we roll the whole fleet every six years at over $100K/ year, we are talking more real money. But again, what if anything is the maintenance program to keep them up? I have joked about selling them to P'burg since they seem able to run theirs for about 10 years and 100K miles. They get "gently used" vehicles and we might get more than we do at auction?
Most of you would go nuts if you really knew how much has went into the 60th Street Complex for the Vienna Utility Board? Try putting ALL the expenses from buying the land and building ($1 Million) to the final paving of their little bit of street a couple of weeks ago ($58K in round numbers), again I believe Stainless Steel everything and it may go close to $2 to 2 1/2 million to get them set up there.
And of course the Johns Manville property; what $975,000 to buy it? The sad loss of the Alternative Energy Source company from OVU that ended up in P'burg that would have helped offset that cost. And we have not even finished cleaning the mess up there yet after two years. Understand now these things can take time. But we were fed another bill of goods on the selling of the two properties on I believe 31st Street and the 12th St complex. All still sitting unready to be sold with apparently little interest and no value in actual City usage at the moment.
In fact, the final insult on the new VUB complex at 60th was Mr. Metz's with Mr. Roger's help to try and get 12th Street emptied out last fall and the new and last (?) storage building at a cost of $260K was voted down to save money. Instead we were able to spend $340K this spring. A small increase of only $80K more. Yet the City carried over $4 Million in Capital Reserve and General Fund money from 30 June 2016 to 1 July 2016. What the Hell is wrong with us? We the City just throw money at anything and everything with what seems a "who cares" attitude? As has been noted by a couple of the movers and shakers in the City Hierarchy, it won't cost the Public anything; the City will pay for it. Can anyone see the absolute disconnect between Mayberry and reality?
And just a few weeks back, I noted how a one time pile up of about 60 of our Seniors at the current Senior Center is being used to spend another $300K for a what, a 30' x 75' foot extension? Now some of these monies are either "donations" or "grants"? Depends on which story Mr. Rapp is telling on a given day? But in all honesty, until that building is properly scheduled and used, we have little or no business building an extension at this time?
Can you folks see an ongoing trend in how the City is handling our Tax Dollars? 'nuff said'.
