There was an attempt to have more "fake news" put out on the 24th as shown below. I waited through the Sunday Paper today to see it was being held back to cover something that had, is or would be dropping on Mr. Rapp and his crew? Of course the City for whatever in its problems has continued, but nothing like what was put out below and for sure not in the Council Meeting of the 24th.

"I (NOT ME), received a telephone call today stating they saw on their Facebook showing the Mayor of Vienna at the Rotary Club talking about what is going to be done with the Johns Manville property. Well after looking everywhere on Facebook, both Rotary Club Facebook pages, Vienna Facebook page, their website with nothing to be found regarding this topic. So that being said I guess it will appear when the Mayor is ready to share that information and it will probably be on WTAP News or in the paper. When it surfaces I will be happy to share with you as I am sure it will be a topic in this year's budget".
When the relative of the Vienna person after ranting at me, posted for the names/ numbers of Realtors to buy the home in Vienna, I researched and sent her a couple of companies that were in the home buying business. Think they were buy and flip type people? For some reason, not even a thank you? To be honest did not expect one as some things were quite obvious from the rant post. Still does not cost anything to offer phone numbers/ names.
She was nice enough to advise me that I had better delete my slander off my blog and never mention a plethora of names again to include Ms. Powell, or she says will go to the cops. Now I realize that unlike many of you, she may not have their home phone numbers on her speed dial? And since I am not a big fan of fanny kissing, they are not on mine either.

Surprisingly, in some ways, she seems okay, no matter what is going on.
One thing that is bubbling along, is the intent to do away with the B&O Tax in the State. I know that far too many of you don't seem to care whatever happens outside of Vienna, but let me ask you? Where do you thing all the things that affect us come from? 29th Street only? See the head in the sand idea is really not the best approach.
Where this is going to likely go is this; elimination of the B&O Tax will necessitate a replacement source for those dollars to the Schools, Counties and Cities. It should be the basis for the wanting to increase the County ability to raise County Property Taxes. It will probably be the final reason to give the Counties their 1% Sales Tax and should be the final reason to permanentize the Sales Tax for the Cities.
For Vienna, with an estimated $2,575,000., Revenue Stream, from the B&O Tax in FY 2019, there is going to be a whole lot to make up. So be prepared to find in the State reduction of the Tax for businesses, an increase capability in City Property Taxes too. Folks your taxes are going to go up in one way or another. Plus the State wants to increase funding to the Schools to encourage/ improve the close to the bottom results in many Districts now? This is pure Government, throw money at it.
Now in the Daily Blat, the BOE outlined their proposed or at least Pickering Assn's list for new roofs. Neale Elementary is in package 2. I believe Greenmont got a new roof last this past fall. This would seem to be a bit over $500,000/ per package.
Than in the Blat on the 22d, the BOE comes out with a plan to make the System Energy Efficient. The top three users of energy were listed as Fairplains Elementary built in 1948, Neale Elementary and Worthington School. Now Neale and Worthington have been on the demolish list before along with Greenmont when the Waverly- Williamstown Levy went through. They missed the cut because the BOE was busy buying votes to get the Levy passed. And in the end, even Waverly is still alive and well. The Levy was for $41 Million with $16 Million for Roofs over a staggered 10 year period or approximately $1.6 Million a year.
But now, the BOE is looking at the Energy Plan with a guestimate of $8.5- 11 Million for all Schools and Facilities. Said to pay for itself within 15 years.
So in essence, $1.6 Million for Roofs and an estimated $566,000 to $733,000/ year for the Energy Idea? The high three users are going to need funds far out of proportion to their value.
Follow this with Mr. Olcott pointing out that the System can not support 27 Buildings with the constant decrease in students with 221 just last year. He noted the Employee head count is 110 over the Funding Formula with 66 of them service personnel. There appears to be a few dozen teacher's hanging out on this deal too. People will be getting RIF notices.
The BOE needs to tie their shoestrings, drop their hoozits and start doing their jobs. This is becoming the end of the Boards Second Year. Learning curve is done. Schools need to be closed. Waverly is the obvious FIRST choice as it was on the block in 2016. But so were Neale, Greenmont and Worthington. The new school at the Vienna School site is becoming a no brainer and new roofs beyond immediate repairs only and no energy upgrades above four are becoming the most obvious savings going into the new School. BOE screwed up the Greenmont deal with a new roof last year. My question if I may is where is the money for another round of new schools? We just renewed a $20 Million Levy for Salaries, gizmos and gadgets. Are we to go for a third Levy now so some can get siphoned off for foolishness?
The school issue needs to be addressed and we are a year late now. It is beginning to smell like Xmas with the "We gotta have that Levy" song playing. 'nuff said'.
