Found it interesting where Mr. Rhodes noted in the Daily Blat of the 26th that people for the early voting were asking what party a particular WVSC Candidate belonged too? His response was he could tell them and they would need to do some research. Now the WVSC races are "supposed" to be non-partisan (No party affiliation- independent)". Yet, there are people who are voting on their "I like him/ her; or his/ her party List" versus what a person may do to help in a particular position. Yet in the same situation here in Vienna, it too is supposedly Non-partisan?
So it means that most of you got out your "I like them, they are my friend List" and voted based on that? And you one and all damn sure got what you voted for, yet again. The Council is made up of Progressive Liberals and rule accordingly. I was asked several times what party I belonged too in 2016. I said I was a moderate Republican. This in a State that has gone Progressive Liberal Republicrat or Democon for the past few years.
As a very soon proof, watch Mr. Justice get an Internet Sales Tax implemented after the first of the year. Not so bad if the State and/ or City Sales tax is reduced by the same percentage, but don't bet on it. Expect ever more upwards at the State, County, City so as to increase the out of control spending we all suffer with.
Still would like to know just what party those 29,000. High School Students registered with? I will still be a $1.00- 2.98 a majority registered Democon? We will see of course very soon.
Said I would tell you folks a bit more about how the Health Care System works in Vienna. Every time a change for any reason occurs, it generates a Record. As an example, I will use your Friend (or so it was said by several at City Council Meetings, just before they said "you lied to me"), one Randall Rapp. It is said will show in files EVERYTHING that occurs.
Part of the 700 partially redacted pages I received last week included ten (10) pages for Mr. Rapp and Clan. This consisted of Mr. Rapp, Ms. Rapp and "a daughter". Everything for the daughter was redacted except for "Child" and "Gender" "F". Now the ten pages are interesting more on what is missing than what is available.

But also another Summary of Enrollment page on 12/13/ 2012? (Why? Where are supporting documents that necessitated that Enrollment? )
Than yet another "approved enrollment" for Mr. Rapp, on 12/24/ 2015? (Why and Where again?)
Than an "Employee Status Change" effective 03/01/ 2018. This to change Insurance from a "Family Plan" from a staggering cost of $99.52/Month to "Employee & Spouse" at $80.25/Month.
Lastly, a "Dependent Cancel Report", 03/01/ 2018.
Is interesting that even with the above noted ten (10), documents, there appear to be again many missing?
Where this is gets a bit antsy is that one (1), of the Rapp Girl's is a Teacher in North Carolina. While it might be "legal" to have her on the City Insurance with the Tax Payers picking up the Premiums for her while under age 26, it would be a potential issue with a lack of Integrity, Morales and Ethics to have her on the City Plan INSTEAD of her being on the Health Plan where she worked? As a Government Employee in N.C., her status is open to a FOIA and where her insurance actually came from?
Where it becomes a major issue is if it is the other Daughter who is alleged to be working for Highmark? And for supposedly so for some years?
This Daughter has been on the City Planning Commission for years and therefore AGAIN her status is open to a FOIA. Remember folks- Elected or Appointed, far different standards. And where some time back I questioned why she was on the Planning Commission when she was/ is so young, all that information has now been removed from the City Site. Mr. Rapp is going to try and say that the Planning Commission is a "Stand Alone Group" just like the " City Police Commission" is too? The State Law which I pointed out to a Judge does not support that, but the Judge did not want to hear it. Same for the Planning Commission I would suspect? This daughter's term is up I believe early next year and per the State Nepotism Law is probably not eligible for reappointment? Let's see how that plays out? In fact same for the wife on the Library Board too.
One can easily question that her being an Appointed Official, we have a conflict of interest:
1. How did she get her job with Highmark? Part of yearly Sweetheart Deal or just Mommy (Library Board Member) and/ or Daddy (Mayor)?
2. Why NOT on Employer Plan?
3. Sweetheart deal to lower her Premium and Highmark Employee costs by transferring to the City Tax Payers as part of questionable insurance renewals each past 20 years? For about 13- 14 of those years, just renewed, no bidding.
There are more issues on the above, but I am not going to bring out yet. The other point is that the City redacted everything as noted above on the daughter. Stated she was a "child" and nothing to include her name could be disclosed. Allow me to point out that under the U.S. Constitution, once a person reaches the age of 18, they are considered "ADULTS" and the child protection provision would not apply UNLESS in a disabled status before 18. And that would probably need some sort of dispensation?
So once again, it appears the City has rewritten the Law to meet its own ends? I am suspicious that the above redactions were a cover up by the City/ Mr. Rapp?
You are not obligated to agree with me, but I do ask that you read, think, talk to your family, friends, neighbors on what seems to be on going in this City. And more so what is it costing you in Tax Dollars? We pay/ subsidize about $300,000., on average per year while Employees pay $0- $99.52/ Month for a family.
So Mr. Conley and Mr. Elem, you can go to Mr. Skogstad and/ or Mr. Leach where one or both will explain why I am all wrong? I would suggest you start reading the Laws on these things YOURSELVES instead of just saying "Okay". Allow me to provide you this:
