9. Hiring Policy:
A. Absolutely, NO Nepotism, Favoritism, Cronyism;
B: Absolute open Promotion Policy NO Nepotism, Favoritism, Cronyism;
C: Will review possibility of awarding points to any person who has served/ volunteered be it in the Military or any recognized Non-Governmental Organization (NGO).
Such as but not limited to: USAID; Job Corps; AmeriCare. Can award 5 points to scores for Applicants/ Internal Promotions. (Can use only once). And only awarded AFTER all Job requirements are met first.
I have noted that the City deserves the best qualified applicants for openings be they initial hire or promotion for City openings. The more open in actuality that exists other than just words on a piece of paper; the better the Morale of the Employees and the better the pool to choose from for any opening. Many times people don't apply because they know the deck is stacked against them.
From my own experience, it is possible to see where having been elsewhere, doing something far different in an end result allows a person to learn really useful concepts. Now these while not always exchangeable on an exact step by step process do allow for thinking out side of the box.
The most probable value in my hopes is that the exposure to other people in other places will allow the opening of the individual's mind to not only different area where ever but the for sure Cultural differences that exist. This will hold true not only inside of the U.S. but in any posting to another part of the World. An example that would be interesting to me would be to help some in other lands obtain good clean drinking water.
I am not trying to be facetious because of our C8 problems we have and are experiencing here, where the water was potable and has been for generations, but for those who drink water in some places that we would swear we would never use; not even if we boiled it twice.
When I first when to the Philippines many decades back, I watched as my future Mother in Law got me a glass of water from their tap. They had City water and it was so bubbly and clear in the glass as she got it for me. It was only a week or so later as I had a terrible kidney/ urinary infection that I learned just how different our water's could and were in truth.
In Thailand, I stayed with a Farmer Family who had piped water. Even they could not drink that water but had huge clay type pots that must have been about 250 gallons each that collected rain water for drinking. Our World is very, very strange and yet exciting for those willing to venture forth. Our minds are really like a closed hand fan; once open, we see the beauty that is inside it.
It is this exposure that opens one's mind and allows for the ability to look at a situation and see a wider selection of possibilities to reach a successful ending.
It is thought and said by some that the Military, no matter the branch is so limited in how one is allowed to think in their duties and thereby can not react to change. In my experience I know this to be incorrect. While I was unbelievably proficient in the one, two, three that was so often demanded of me, I also learned quickly and ably how as I say "Management by Exception" versus "Crisis Management". To many organizations today live in a Crisis Management mode where it is a disaster from Monday to Friday. That ends up being a stressful waste of time, money, resources and people. The more one knows how to do a job correctly, the easier to be able to react to an expected situation and then go back to the correct processes.
Now some are going to say I am absolutely against any relative, friend or neighbor from being hired/ promoted at the City. That is and will be untrue. What I am against is that being a relative, friend or neighbor is the deciding factor to be hired or promoted. It will be an item that will NOT be allowed to be in the final decision. Best possible Candidate means exactly that.
And the current wording in the poorly written City Personnel Hand Book on no relative can work for another one who has hiring/ promotional or can benefit another will mean exactly that. Each and every person hired or promoted will have the ease of mind that each has their own best chance to succeed in their endeavor's.
As I noted earlier, Mr. Chambers the Only would eat Mr. Azinger the Youngers lunch. It appears that this past Sunday that the meal has begun. As I noted before, I do not agree with a lot of Mr. Chambers positions, but sometimes he scares me with his logic and statements.
It would appear that what Mr. Azinger the Elder should consider is taking the keyboard for the Computer away from Mr. Azinger the Younger? Save the lad a worse chewing than he is getting now.
And did you folks notice the Our Opinion column that came out to praise Zippia on its rankings for this area. Not a word about the phony job listings for Vienna? City Planning; Traffic Management, who is doing that? Building an extension on a road to nowhere is a bit of a stretch on Traffic Management. Was noted to me this morning on the numerous empty store fronts that are on Grand Central Mall North of 23rd. Now one moved because of an alleged $800/ month rent increase. That being Fox's Florist. It had a nice location but apparently got run out?
I was asked where and what is Mr. Thornton doing as Economic Director? I answered truthfully; I don't have a clue? He seldom shows at the City Council meetings anymore.
Than a survey on why unemployment is falling in West Virginia? Best answer: 83%; more people leaving the job market. More Truth than not to that statement.
The column was such a misinformation group of words that just hid the facts; few if any readily good family wage jobs. Food is high and getting higher. Transportation is a joke as roads are more open now than pre2008 when there were more jobs at better wages. And low crime rate? Compared to what? Chi-town, L.A., Baltimore; what is the standard?
We already have one Cheerleader in Vienna; we don't need anymore at the paper. 'nuff said'.
