Seems the City may have suffered a setback due to closing of several Stores and a maybe a not so robust Christmas Season?
Reviewed the latest 1% Sales Tax Disbursement and the City did not do as well as they have been doing in the third quarter of each Fiscal Year. This time only got $915,593.69 for the quarter of Jan- Mar 2018. In the past, this has been the biggest collection of the year.
In 2016: Jan- March $919,908.63
2017: Jan- March $936,881.95
2018: Jan- March $915,593.69
Clearly, there is a bit of a need to start managing the City Funds as the large deposits from the State have slowed down. In the preceding two years, the increase from the Jan- March period was in excess each year of a $100,000., plus. This time only $31,000. And one might ask how much of that increase was because of the Tax Reduction that was supposed to start showing up in the first pay period in February? Will the City reduce spending? NO.
Went to Circuit Court Clerk's Office to get some documentation on my case. Talk about a bit of a mess. The new scanning process clearly has some growing problems. Entries are intermixed and quite confusing to most. I asked (without a FOIA Mr. Rapp), a couple of simple questions and realized that at that moment, I was the ONLY one who understood what was on the Document. The new system will only work if inputted correctly. Right now, I would not bet my last $1.00- 2.98 on that happening. They had best be saving those paper files.
Went to the Special Council Meeting on the 17 of April where the City Council was to "Lay the Levy". It is a formality by then as the damage has been completed to the City. It was like old times, the City Council, a few of the Department Heads and yours truly. Interest seemed to wane now that the chances to bluff and bluster are behind us.
At the meeting of the 12th, Mr. Rapp was pontificating (pontificating (present participle),express one's opinions in a way considered annoyingly pompous and dogmatic), on something to do with the Dept., of Labor requiring Part-time employees being in actuality as of than City Employees. Than the funniest statement of the Month: "I will always do what is required by Law".
It did not mean as much to me than as now because the Circuit Court Clerk's Office had not updated the Docket with what I had presented on the 9th. But for sure Mr. Rapp had been advised by his cast of thousands of Attorney's what I had put in. The Documents submitted show someone is lying and all I can say is all 1400+ of them are not my documents.
I have not discussed yet some of the items that took place in that meeting of the 12th, as I am still collecting documents from various sources.
But one thing that seems to be getting twisted and we should understand easily why that is so is this: Residential versus the Industrial Standards for the Park side of JM. As the City is building a Park, it will have to be built too Residential Standards. This per an email from DEP. Than there is the story from (who else), Mr. Rapp and seemingly backed by Mr. Leach that there is somehow no issue with Park since no one will be on it overnight or even camping. My question than is on the "Cumulative Effects", of being there for a few hours in a week, week after week? Just like the C8 going down on the grass from the wind and the rain each and everyday? There is an issue with that so why not the residue/ contaminants in the soil? So there will be more on some things as they develop. 'nuff said'.
