These second meters are for people who are using water for reasons like filling their swimming pools/ irrigation and in theory are drained into the yard/ street to go into Storm Water system or maybe directly into a creek/ ditch/ Pond Run? Yet, on 11 August 2015, they have 350 meters to go out of 6,000 Total, to be completed by the end of November. Anyone starting to have glazed eyes and twirling head? And finally as I got to the end of 2015, I realized I was missing a page. This is why I am so nervous about letting these pages out of my sight even to print as it is possible for one to "forget" to print something? What page am I missing? The one that said the "Meter Replacements are all done". Saw it, now don't have it.
In any case, here are the new total (estimated), on 2,700 5/8" to 3/4" conversions. I had below estimated as an example of 1,500. Better a low number than the pie in sky that comes from some at City Hall. I will total the 2,700 x $2.30, increase= $6,210/month since March 2015. Why you ask? Because of the constant changing of numbers of accounts, but will stay with the 2,700 number so I feel the "estimate" is more than fair. So here we go (again), That would be the 2 1/2 years as used below. $6,210 x 30 months= $186,300., in NON EXISTENT RATE INCREASES FOR the 5/8ths.
So lets use the $250,000 dollars in deferred payments on the Sewer Plant upgrade.
Then we use the $172,500 dollars for the 2,300 1/2" to 3/4" change overs.
And finally the $186,300 dollars for the 2,700 5/8" to 3/4" change overs.
Seems to total: $608,800 in confused deferred payments and NON EXISTENT RATE INCREASES?
Now remember, below, there are "estimates" and reduced totals because of total meters confusion. This is the $250,000 on the Sewer Plant deferred payments for two years; the 2,300 1/2" to 3/4" change overs. And the 2,700 5/8 to 3/4" change overs even though a total of 6,000 noted above. I believe the true numbers are higher and the "lost" money more so?
REMEMBER THE Three (3) PARAGRAPHS BELOW ARE EARLIER ESTIMATES FOR REFERENCE NOW ONLY.
1, ("With having done approximately 2,300 per Mr. Metz on the 1/2" to 3/4", that leaves no more than 2700 Residential and X number of Businesses that MAY have been converted? I would suggest no more than 2,200 as some had to have been 3/4" connections to include the businesses? But that is STILL an increase in the RATE of $2.30/month for everyone of them converted. Let us just use 1,500 as an EXAMPLE? That would be another $3450./ month x 12 months= another $41,400/ year for two (2) up to (2 1/2), years. That is a MINIMUM of another $82,400 in a nonexistent RATE INCREASE")?
2. ("Now combine that MINIMUM ESTIMATE of $82,500 with the earlier $172,500 in RATE INCREASES because of the 1/2" to 3/4" conversions and we have $254,900 in where the Hell did that go money? So combine that with the $250,000 in deferred payments on the Upgrade to the Sewer Plant on 12th St, we have an estimated $504,000 dollars up in smoke? These dollars if there was anyone minding the store, should have been used to build up the Water/ Sewer Enterprise Funds Reserves KNOWING the payments were coming").

I believe I have given the folks enough numbers for one day? Simply put, knowing that the Sewer Plant Bond payments would be due, that money should have been sandbagged for those payments. The "estimated" RATE INCREASES would I believe be hard to explain any other way and in any case piddled down the drain with the deferred payments. 'nuff said'.
