Elections worker in North Carolina charged with changing 2016 vote totals

As a check and balance on this, I found a Durham "The Observer" article where Mr. Rawlings was indicted on mishandling ballots in the 2016 Primary. It is dated: 6:24 P.M., 21 August 2017).
Why did I do this? Because I know how so many of the Progressive Liberals in Vienna will scoff at it because it starts out from a Fox News source.
Richard Robert Rawling, 59, of Cary, was charged on the counts of obstruction of justice — a felony — and failure to discharge a duty of his office — a misdemeanor. (Seems everywhere a Misdemeanor, should be a FELONY to tamper with Votes).
An investigation of the state’s elections board determined Rawling ran or ordered subordinates to run provisional ballots through tabulators more than once and made manual changes to the ballot count so the results of the provisional canvass would match the number of approved provisional ballots.
Elections board officials discovered the problem during a routine audit of primary results in April 2016.
When Durham County elections officials notified State Board investigators about the issue in early April 2016, the State Board office opened an investigation. In October 2016, investigators provided a full report to the Durham County district attorney for possible prosecution.
According to the State Board of Elections and Ethics Enforcement, Rawling’s actions were committed to avoid having to report a discrepancy in the number of provisional ballots in possession of the Board of Elections and the number counted on canvass day.
Unlike regular ballots, provisional ballots aren’t counted at a polling place on Election Day. Provisional ballots are issued when there is a question about a voter’s eligibility. They are collected at polling places and then taken to county elections boards to determine if they should be counted.
“The State Board’s top priority is ensuring the integrity of elections so voters have confidence in the process,” Kim Westbrook Strach, executive director of the State Board of Elections and Ethics Enforcement, said in a statement. “We will continue to hold accountable elections workers and voters who violate election laws.”
Rawling worked for the Durham County Board of Elections during the March 15 primary, but resigned later that month in 2016.
And yet again, more vote tampering or voting by non authorized (read Illegals), to cast voted in the last Election. This report and the one from Massachusetts on the selling of Puerto Rican documents so votes could be cast. And this is not all for sure. I have alleged that there was vote tampering during the early voting cycle last year and STILL believe it to be True.
But sadly would be like pulling teeth from a Chicken to get the "Machine" to investigate itself here in West Virginia.
Listened to a young man by the name of Dakota Meyers on TV Tuesday morning as he was asked as a "boot on the ground", his opinion of Mr. Trump sending about 4000 troops back into Afghanistan? Now who is he you may ask? He is a much younger version of our very own Mr. Woody Williams. A Medal of Honor winner from now versus then. He said one thing that was so notable and was in very nice words that the Officers were afraid to actually support the troops for fear of violating the Political "Rules of Engagement" put in place during the previous Administration. The fear of "Collateral Damage" in the Civilian Population. This has caused huge numbers of dead and wounded not only in Afghanistan, but in just about any place we put our troops into contact with any of the Terrorists under any name you may choose?
Hopefully, Mr. Trump will stay the course or finally just turn the damn place over to the Taliban, etal. In that event, we should be willing to do whatever to protect our Country. That could entail some very harsh decisions on who will pay- them or us. 'nuff said'.
