At the 27 September Council Meeting, I noted that some of the FOIA response was not right. I also noted that the last page of one set of papers was not copied completely. When picking up another set of FOIA paperwork on Tuesday, I told Ms. Barr (FOIA Coordinator), that I would pick a few pages and than have them copied so I could review they were right. She asked what I meant and I explained the above problem. She got really mad at me, truly a professional response. She said I should have called her and told her the paper was not right. I thought but did not say because I was on my best behavior as usual when in the Asylum visiting, that maybe one should review what they are handing out to people? But of course is never the fault of the City. More on this comes Monday folks.
Finishing up what passed for a Council Meeting on the 25th.
After the comments from Mr. Rapp to Mr. Sasyn, Mr. Leach stepped in to provide more cover on Truth being the first victim of Vienna Public Hearings and City Council Meetings.
Mr. Leach: After Mr. Conley started complaining about the Format and a group of people with him decided to leave instead of staying even after it was explained to them. (So by leaving once one learns that one is not going to be able to easily listen/ participate in the meeting, it is somehow a negative on you? There is no obligation on the part of the Public to stay and be treated disrespectfully by any Governmental Entity be it City or State.)
Mr. Conley's conduct was disrespectful and childish. As for the Media, at the Candidates Forum in P'burg, the PN&S did not show up at all and WTAP arrived about 2/3rds of the way through the Meeting. I don't respect that and no one is here tonight with this Public Forum of information. (See my comment in my posting of the 27th).
I wish that Mr. Conley was here tonight? I expected him to make some comments, as I was prepared to discuss this with him. I am very disappointed in him. He is a leader in our Community. When he did not get his way, he stormed out.(One big kid to counsel a littler one)?
Mr. Rapp: He actually did not storm out. We did it in the proper Format and am I am happy with the way it went. Would have liked a larger crowd. Some more people show up.
Mr. Leach: I continue to be surprised at nobody, nobody approached me as Liaison for the JM Project. Will sit down with anyone and talk all the way back to Triad and explain it to them.
We did not expect Mr. Hancock to not be there? Would have cost him 18 hours of his time at $135./ Hour. I am available to answer any questions. We just assumed he would be there? (Him not showing up to allegedly save Vienna money, does not pass the smell test? He is the Project Manager for DEP and just arbitrarily decides to save us money for a Public Hearing that is supposedly required per DEP? It could well be that he was NOT wanted there because of what he might be asked and what he might say? Remember, Ms. Powell has stated numerous calls to him for how many hours? It has been said that at a certain point, one will avoid insanity?)
Mr. Rapp: His boss called me the next morning (Was this after Ms. Powell got on the phone and did it again?) and apologized for him not being there. It is their policy to be there.
One issue that came up some information that Triad was supposed to have? So I personally called the CFO and asked him what the missing information was? He talked to Field Operations and replied back that we had every bit of data. (Right here shows Ignorance, Stupidity or both? If a person or a Company was holding back information for a reason, it would NOT be admitted too UNLESS it had already came out into the open from another source? It would be a very good question to know WHO brought the issue up to Mr. Rapp? I have a suspicion on who started this little bit of sensationalizing conspiratorial news?)
The Meeting now progressed to the only item on the Agenda and that being Ms. Kern with her presentation on Community Events/ Senior Center. (This was in several ways a dog and pony show to allow Ms. Kern a Kumbaya moment or ten).
Ms. Kern did one of her usual actions in talking about the many events/ activities that have occurred and will do so again in 2019. She is forever bubbly/ effervescent in how she presents her planned events. Says 25 events planned for the City in many of its areas for the coming year. Offered to teach people (but according to criteria, must be 50 or older to use Tin Shed and 55 or older to use Senior Center. Maybe 50 also for equipment upstairs in Senior Building?), how to use equipment and/ or play the games.
Mr. Rapp: Our Program(s), are respected all over the State. Mr. Rogers spends everyday at the Center interfacing with the attendees.
Council Comments:
Mr. Leach: One correction, Bren Powell (Bren?), and I have had several conversations with good results on what is going on there (River Side? And no one texted him to remind him of his earlier misstatement? This is why I do not feel comfortable with the Council having their cellphones or email on during the meetings.). (If the meetings were having such good results, than why is she continually bringing the PCE Plume and the contamination on Wells 7 & 8 back up? And now the sudden discovery of the two wells and shed that is located at what appears to be the very bottom of the property in the South East Corner of the River Side? Can we soon expect a major discovery and sensationalizing of the "Underground Reservoir"and what is still in it? This is always much ado about nothing except attention).
Mr. Rogers: Paving of walking trail at McDonough Refuge is completed. It is about 1/3 of a mile long.
Mr. Bibbee: I had some harsh words on the Letter to the Editor that Mr. Brookover had written. It was on my voting record and I was very upset. He had another letter saying it was an error on his part, a mistake. He did issue a correction. So I am apologizing for what I said. Called them lies (Which they were, every point made in the first letter was wrong), So I am publicly apologize for my particular language and how I addressed that issue. At end of letter, he noted "keeping the Citizens interests at heart". I agree with that which is why I voted the way I did. (If one followed the bouncing ball, one would start with where Mr. Bibbee stated he was not in favor of any Revenue Reduction for the PD. He than voted to insure that none of the options for a lower rate were passed. This allowed him to cover his a** while pretending to be for a rate decrease knowing that with 'NO" votes by Mr. Rapp, Ms. Smith, Mr. Leach and Mr. Rogers, it would not happen. They did not and we are all back to the $4.05/month).
Mr. Skogstad: A conviction was obtained on a person selling Heroin three separate times to a Confidential Informant. A member of the Vienna PD was part of the P'burg Narcotic Task Force. Thank you for voting people into office, who will support them.
The 2020 Election is off and running on every level. nuff said'.
