Mr. Rogers: Again on the Round Up Fund on the Water/Sewer Bills where one can round up a bill by whatever change to the next whole dollar for the Parks usage.
Than commented on how during the Budget Cycle Meetings, a Department Head asks for but does not get approval for an item. After budget approved, person comes back to Budget and Finance Committee to get funding from the Capital Reserve. He feels that if not approved, it should have to wait till next Budget Cycle and be resubmitted. I would note the City has also been good at going into the Contingency Fund which is for emergencies and unexpected needs and used it as a "Cookie Jar" buying items as noted above instead of Budgeting or it being any type of issue. There is little or no Fiscal Responsibility in the Administration.
Mr. Conley: We need to change what is going on. Mr. Elem and Mr. Bibbee are on board with me, join us. PD Fee need be only for the PD.
Mr. Rogers: Delete entire Fee for all Taxpayers. Rapp says no for all, but may be for Seniors and than you see what happened? Need to do:
1. Discount re-applied to Seniors;
2. Reduce balance for everyone by 50%;
3. Get rid of it altogether.
Mr. Brookover: That since going to Council Meetings since October on, he has seen Mr. Conley, Mr. Elem and Mr. Bibbee vote against something. Ms. Smith, Mr. Leach votes for it and than Mr. Rapp is the tiebreaker.
Yet now, Mr. Rogers says he is with you (us?). But he will go back to Council and Mr. Rapp will change him.

Why do we have two full time people at Vienna Recreation?
Mr. Rogers: We use to have 20 Volunteers at VR, now just 4 or 5. Eddie Atkinson is now Coordinator. Helps with bids, purchasing for equipment like shin guards.
Jason?) VR only has 4 of the 9 sports. Rest belong to City/ Parks. There are 9 Volunteers. Atkinson only handles Baseball/ Softball and that is all he seems to do? VR has a great relationship with Norm/ Eddie, want to keep it that way. VR does all its own scheduling and does not go to Eddie for anything.
Ms. Harris) Why pay $45K plus car, plus Insurance. What has he brought into Vienna? (This I believe goes back on Paul Thornton- Economic Development Director?).
Mr. Weigel) Jimmie Harper got bid for Johns Manville, but Bosley was lower.
Mr. Bennett) Oldecker bid was $80/ Ton, Harper $25/ Ton. But how many tons were actually hauled? Now 28th flows out on 28th and was done for Harper's long rigs. Now Harper can drive from company, make left on 28th and than down to light on Grand Central.
Mr. Rogers: Need more of these meetings. Need this Community Building replaced. Need new swimming pool.
