It is a bit scary they will not disclose where these people are at in the State? I do not care WHO they are as much as WHERE? And of course what is the basic plan of action if someone in an area that is carrying is also in an area where the local Government is sloppy in keeping Pubic Areas cut down and water areas where they can breed are not watched for each day? Mosquitoes only need a tablespoon of water to set up a breeding site. And of course for us, Pond Run is sprouting all over the place again. Whatever the City used to spray with from the State does not work for very long or was applied wrong? In any case I suggest caution.
Another cop shop in K.C. a day or so back. A Captain of all people. Shows an assassin has no limits other than who is in the crosshairs. I am more and more disgusted and saddened each day. There is truly little they can do as every call is a potential trap for them; anywhere, anytime.
I can still remember last October when I tried to caution Mr. Rapp when I watched the officer at the Police Station who was seemingly oblivious to his surroundings. I sat for a few minutes watching him and actually did the mental walk to get from point A to point B. It seemed too easy. And I am hardly a light footed thug. The boy was worm food if I was evilly intentioned. And I know you folks will not believe this as Mr. Rapp is so insistent we live in Mayberry. The bad guys are everywhere. So guys running around in Blue; be alert, be safe, go home when you are supposed too.
What did I get from Mr. Rapp, the infamous middle digits he is so good at presenting to me no matter how right or wrong I might be. In this case, I feel very much more in the right as I see what is going on even when the guys are on a call. Except for the two in NYC who were stupidly thinking they could safely have a lunch break. That really sucked.
But then, someone in Ohio got smart and had a seminar (?) to talk to various folks on having to be so much more alert now than ever. Hats off again to that bunch and the BLAH A A A to Himself.
Would like to write some on the B.S. on tuition increases for WVU-P. It was noted on Tuesday that the proposed 15% rate increase would fund the Maintenance needs for the School. Okay, the average person who may not follow bureaucratese might not understand that "maintenance" of programs is NOT just what most would think is for Buildings, Vehicles, other Equipment needs. It is also lumped with; now wait for this: Pay increases, benefit increases and when they don't have money for the Pay increases, the payment of benefit increases like for health insurance so the employees don't have too. For real people outside of run amok Government, it is if not a cash increase on one side, it is a savings in not having to pay more on the other, but STILL an increase. Simple isn't it?
Now WVU-P is crying on how tough it will be to do the million in deferred projects that have been accumulating for lack of funds. Question: how of many of the last five (5) years as a minimum have there been NO pay increases, benefit increases or paying of benefit increases instead of the Employees? That will be the Truth in where a large portion of those funds have gone- Employees.
Now, I have forever and forever been a firm proponent of a fair pay/ compensation package of anybody be in the Public or Private sector. The Public sector has and will lie its proverbial A** off to make it look like the smoke and mirrors are not really happening. They are folks, they are.
We need to retain the people to teach and guide the students say they. Sure, and if the desire to teach is second to fill the wallet with more each year; than the Profession has lost its way from being a very, very proud vocation to one of just the goodies. Does not work with me. I know that the first few years can be tough in Government for those starting out. But after that, the wigi's kick in with a lot of regularity. For those who do not know, wigi's stand for Wage Increase, Grade Increase. Very common in Federal Government and I would suspect the same at the State, County and for sure the City levels.
When I was in Federal Service, it was a pay increase one year and a pay increase and grade increase in the next. After what was called step 5, it became every three years for a step increase. Now it may not be much. $1000/ year one year and $2100/ when a step increase kicked in. So it does not take long for a person to begin to make a decent wage and of course the fantastic benefit packages.
Now this may not sound like much, but in Federal Service years ago, one could start at a GS5 level at say $21K/ year. Not a lot of fat there. BUT with a GRADE increase every year, one could go from GS5 to a GS8 in three years. That would be now $30K/year. A lot easier living for sure. See how it works?
This is also I suspect the same flim flam that is going to be pulled by the new Levy for the BOE in Wood County. A plan on words with pay/ benefit increases or increases covered by the Employer. Yet, at the very bottom and the "TOOL" that is used to trick people into a YES vote is the "KIDS". That is right, they are at the very bottom of the list for who will benefit from the increases Taxes/ Tuition.
Now Mr. Lamkin of WVU-P says "no problem". There is so much money available in Student Aid that the $20/ hour increase will be hardly noticeable. This is another example of what I got after Mr. Harris the Parks Department head in Vienna about. There is no cost to the Public, the System will pay for it. As I asked Mr. Harris and he has unable to answer after all these months was "Who the Hell do you think is paying it"? Will answer for him and Mr. Lamkin- THE TAXPAYERS. There is this unbelievable Governmental belief in WV., that "you all" are STUPID/ IGNORANT/ deserve to be fleeced. I sadly, can not buy into that. People may be ignorant; they don't know any better because all they get is the smoke and mirrors. But I know damn well you can learn if it is shown to you.
Simply put, if someone is telling you about all the money in one fund versus all the money in another one and not a big deal. Well it is; it is that ALL the funds come from the same pockets- OURS.
Four and a half years ago, I sat and listened as the Director of Wood County Libraries came to the Vienna City Council for their rubber stamping of the new Levy. It was for the Handicap Elevator at the 30th Street Library and the new Library in South P'burg. What were the very first words out of his mouth? We have not had a raise in three years. Then the other issues. And then this time when it came up for renewal, it was for the upkeep of the Libraries in the System. READ pay raises.
This is going on again with any and all of the Levy's/ Bonds starting to make the rounds. IF and I repeat IF they can show a Levy or Bond with NO pay or benefit or payment of benefit increases because no pay increase than it may be a legitimate request. But read the fine print if listed, most likely will not be. Remember the Mr. Obama "never give the suckers a break" School that Mr. Rapp graduated Summa Cum Laude from? He is not the only graduate. 'nuff said'.
