Than, one turns around and finds Requests for Bids for a Skid Steer Track Loader and a Sub Contract Tractor and attachments for the VUB in the paper. Now these items were brought up in the Jan- Feb Budget Meetings so for sure are changes in the current budget. While not a hundred thousand dollar item, is still items that need to be exposed rather than just glossed over. The above are what is called "Capital Items" because of their expected life use.
Getting to the Budgets be they the City Budget or the VUB is forever a State Secret. This information should be readily available when approved by the City/ VUB for submission to the State Auditor which is nothing but a rubber stamp process. Instead these items are hidden for months and in some cases most if not a year while money is manipulated for whatever purpose is wanted versus needed. The above are examples of "Oh, did I forget"?
This is the first year that the VUB/ City has put money in an account for the Water/ Sewer parts of the VUB. Last year, they had money for the Storm Water group, but said it was only for reference. I would suggest it is called multiple entry bookkeeping that while perfectly legal can be used to hide funds.
This is how Mr. Rapp shuffles $350K dollars around in the Streets Department while putting money into the Storm Water Budget which is basically broke. You can not run an account in the red month after month shoring it up from another source and try to say it is solvent.
And what is probably the most concerning is the ability of the various accounts to pay the service charges each year for all the millions borrowed to do projects like the pretty blue tower at the end of ninth street to provide water to P'burg if they need help?
And who is this Michael Griffith that is going to be reviewing each budget to insure that the above debt service is covered and there are no Capital items that need building?
The City/ VUB has spent about and maybe more than $3 Million to rebuild the entire VUB complex to INCLUDE the storage area for Ms. Kern to store her Christmas Decorations.
I see where a small township by the name of Rhodell has approved giving up its Town Charter after 80 years to be come an unincorporated area. It is located in Raleigh County which is way South of Charleston, effective 1 July. It is said to have $32K in debts to both the State Tax Department and even the IRS. I would suspect the IRS will come after any responsible officers to collect.
I have never been in that area but will say this, each time a small Community anywhere loses its identity and becomes what we called a "wide spot in the road" when I was younger, than a light goes out in the fabric of our Country. Should it have ever been? Only folks that may have known are probably all gone now. But by golly, it tried.
Seems our State Board of Education has decided that a school district which wanted to consolidate its five schools into one campus can't do it. Seems the Nicholas County Board of Education decided that after three schools were destroyed by flooding, it decided to combine them all on one campus near Summersville. Sadly, FEMA cannot spend money to rebuild schools in a flood plain. Wonder if it was in one before the massive nightmare that hit a couple of years ago? In and case, there was no rational on why the State BOE rejected the plan?
As has and is being reported almost daily, one or the other of the Legislative bodies are passing budgets of their own which are going nowhere. And even Mr. Justice is in the fray with a new plan to keep the pot boiling. He wants a budget so West Virginia can become Great again. When was it ever? It is a location born out of War and then ignored for most of its history. Of course the Robber Barons found it and moved in to exploit the folks while taking the bucks mostly North to New York. What we need, is not to be great so much as to be successful. Good family wages jobs; School System that teaches rather than fails or founders more often than not. And I will again harp on the annual Governmental processes that have run the State into the ground and now thinks the more new or expanded taxes the better.
It is truly a good thing that the County is now scanning the needed records to protect them. And I will also note the fact that it is beginning to scan all new cases. This is alleged to email those documents to the Attorneys and even the Judges will have access to the files. My question is what will be the procedure to get the above to what is called a "per se"? That is a person who represents themselves in a case? Left out in the cold to try and make do?
Ms. Jones is concerned about being held liable if needed records got disposed of by accident or intent I would question? This is a perfect chance to screw up a lot of people and then try the "Gee, golly whiz" line? And if required records are destroyed, she says she will be held liable. Maybe, that will insure some honesty in the process?
What is really sad is Wood County was the LAST County to undertake scanning of records. I would suspect that if the Wood County Circuit Court Staff and the County Commission listen to the State people on what to keep or not, it will be okay.
Was quite surprised to fine another spot where Mr. Rapp/ City of Vienna is saying it will cost using alternative number 3, that this alternative is the most expensive option for cleanup at approximately $ 1,222,464.48. However, it is the only option available that will fully remediate and prepare the site for redevelopment. And it got hung up at $940,000 just a couple of weeks ago? Somebody appears to be lying? 'nuff said'.
