As is the case for most of those with somewhat limited vision, he can not OR will not separate the fine folks in Vienna from the Corrupt City Administration. In this case, the best I can do is to tie Mr. Scholl as the City Fire Chief into this. Were Mr. Congrove reading more than the back of his eyelids, he would see I have at NO time come out against the Fire Fee (Tax) that is being pushed through. I have questioned the formula being used for the Farmers versus the rest of us as needing some tweaking in the so called fairness method put together for them? As for the Fire Department, I have at no time been against the Fire Department.
I have strong issues with a Fire Chief making over a $100,000/year in a City of 10,600 people and cannot even do his job to protect the Community. Running around to get higher taxes is hardly Fire Protection when the City is providing close to $600,000/ year in Tax Dollar support.
He is a "friend" of Mr. Scholl in some way or another so I can guess how he got pulled into this; but no matter he has his opinion and it will be respected even if nothing more than another example of the distraction that is used to get away from what needs fixing here so badly.

Finally.................... After FIVE (5) years of asking, begging and groveling to this bunch that are the supposed representatives of this beautiful, wonderful, fine Community; YOU the Home Owners' are going to get a break on your Residential Property Taxes. The City Council or at least those running for Re-election voted in a 5-2 vote to reduce the taxes from $50/ 100K down to $25K/ 100K. This should be 1 July 2016, so still time for a 11 O'clock surprise; but wait for it.
For me, maybe $15- 18., dollars, but like me, it is YOUR money. So my Escrow will drop a few dollars until the next Fire Insurance increase early next year. Still a buck is a buck folks.
Now Mr. Stephens who tried to get this done a year or so back and was decent enough than to give me credit for the idea was not able to get it done. The rational then was the same for everybody or nothing for anybody. My plan was for the lower income folks to get the initial break of $50/100K for the first 200K of home assessment, but this would have still helped everyone. Estimated per a comment by Mr. Black the Finance Director in a conversation at least once with Mr. Shaffer (which he has denied in recent FOIA) would have been $78K. In that vote Mr. Stephens got whupped either 5-1 or 6-1? Can't remember if Mr. Thornton had resigned yet?
This time it was as note a 5-2 with Mr. Stephens voting NO for reasons I don't know and Mr. Azinger, who has never done a damn thing for the people of Vienna as far back as I know also voting NO. Now, these two are running for other offices and will not be back in 2017. I don't know on Mr. Stephens, but for sure Mr. Azinger NEVER had any business on this Council. He has been for pay increases and the benefit increases running into the hundreds of thousands of dollars with NOTHING for YOU the residents and tax payers. Remember that when it is time to vote for a Mayor in November if Mr. Rapp does not declare martial law and cancel the General as well as the Primary.
In reality folks this was the Council trying to buy your votes because they have NOT done a damn thing for this City in the last three and a half (3 1/2) years except for select cronies/ groups. It you want more of the same as have gone on before; vote for them all again. Now running scared Mr. Rapp has come to the conclusion that there are others in this fine City besides the select few; a lot more.
The comments in the Council Meeting today to "Lay the Levy" was that per Mr. Rapp speaking to Mr. Bibbee ( didn't have a freaking clue what was going on, just voted yes to save his seat), was "would you have voted to reduce the levy last December when we did not know what the Sales Tax was going to bring in? Mr. Bibbee said "probably not".
THE TRUTH or a little "Truth in Advertising" as I like to call it. The above statement by Mr. Rapp was a blatant lie. The money to give Tax relief EVERY YEAR since 2011 was there and the City Council under Mr. Nohe (Mr. Rapp- then City Recorder), has been to refuse to do anything. The Sales Tax was nowhere in sight for most of those years; but the money was, IF the desire to help the Residents was a real concern.
It gives me tremendous contentment to see this done for the folks even it is one of the dozen or so items on my "Platform for Tomorrow" to help the people in Vienna and I am with a lot of pride still taking credit for forcing this bunch to do something that benefits the Home Owner's. I am still running for your next Mayor and will just accept that one item has been done earlier than I had hoped.
Even if a petty and cowardly attempt by Mr. Rapp and the others to buy votes to save their Council seats. It is obvious that in a fair and balanced Election, I will beat Mr. Rapp. His record of Cronyism, Favoritism, Nepotism, Sweet Heart deals and worse for the past 3 1/2 years is and will more so be out in the open as this progresses.
I have already had Mr. Azinger say he is running for reduced spending (except pay raises) and Mr. Conley out for Tax Relief as if they were brand new ideas, instead of those I have pursued for years. I am asking still for your votes so I can help each and everyone of you even more.
As a final aside on today's meeting, it supposedly ended but as usual did NOT. Even when I was getting ready to leave the Council was still talking and debating this new Levy. The Open Meeting Law is like a fairy tale to these people.
